Lock validation accepts a wheel-only package with
--no-binary-package, or an sdist-only package with--no-build-package; sync then cannot install it. Invalidate locks that current build policy makes unusable.This extends build-policy lock validation from uv#19366 while preserving the inactive-fork compatibility decision in uv#7305.
